Facility not certified for public use
The facility filed at this address is the Platoon Forge, a requisition and certification office for armoured units. It is under construction. It is not open to the public, it is not open to the press, and it is not open to the two gentlemen who have now asked three times. This office thanks you for your interest and directs it elsewhere.
The delay is on the record and the reason is not embarrassing. The Forge does not merely file a platoon; it rules on whether that platoon is lawful. An office that stamps APPROVED on an unlawful requisition is materially worse than an office with the shutters down, because the shutters do not issue paperwork a citizen can wave at an opponent. Certification therefore waits on the schedule of permitted materiel, which is still being amended. It will stop being amended. That is not a promise, it is a budget line.
No other service is suspended. The rules of engagement are published and free of charge. The factions are documented. The Discord operates at full capacity and in open defiance of every procedure listed here, with citizens costing platoons by hand, on paper, with a pencil, as their grandparents did.

Services to be offered on certification
Art. 2 · The office refuses unlawful filings
Compliance is assessed continuously, not at the counter on the way out. Where a filing is defective this office will state the defect and identify the vehicle responsible. A platoon leaving here is a platoon that has been ruled on.
Art. 3 · The office issues a Tank Card
One certificate per vehicle, bearing its finished figures and every standing rule it carries in force. The certificate is the operative document in the field. Consultation of the rulebook mid-engagement is thereby rendered unnecessary and, frankly, unbecoming.
Art. 4 · The office transmits by reference
The entire platoon is carried within the address itself. Copy the address, transmit it, and the receiving party holds your filing exactly. Nothing is uploaded. No roster is retained by this office or any other, and nothing anywhere bears your name.
Art. 5 · The office operates without infrastructure
The facility is one document. It functions in a cellar with no signal, from portable storage, on a machine that has never contacted this site. It is required to. Half the Continent has no line and the Department declines to hold that against anyone.
Art. 6 · The office collects nothing
No address, no account, no observation of any kind within the facility, and no transmission of any kind once its doors are open. Your filings remain in your possession. This provision is already in force and is not scheduled for review.

Two channels are approved for the announcement. The Discord is notified first, being unofficial and therefore faster. The mailing list is notified the same day and constitutes the record. Neither requires anything of you beyond an address to send it to.
